A basic BASIS guide

BASIS, which stands for Bill Action and Status Inquiry System, is the Legislature's online system for inquiring about bills and resolutions, committee and public hearing schedules, committee minutes, daily journals, member information, etc. Find the BASIS Web site at: www.legis.state.ak.us/basis/start.asp

This page allows you to:

• choose which legislative session you'd like to review, the current one, or any going back several years.

• choose a bill [Bill Root:_____] e.g. HB 248 or SB 21. The selection will take you to a page with a short description of the bill, the sponsors, current status, and a summary of its history. You can click on "Full Text" to read the entire bill.

The BASIS home page menu offers the following options:

• Bill/Resolutions Statistics: offers a summary of how many bills and resolutions have been introduced and passed.

• House and Senate Calendars: allows you to inquire about what is on the calendar in the House or Senate on any day.

• House and Senate Bill Actions: allows you to type in a date and read the action taken in the House or Senate on that day.

• Awaiting Action: allows you to inquire about bills awaiting action in the House, Senate, both houses (joint), or by the Governor.

• Governor's Vetoes: allows you to view vetoed bills.

• Passed Legislation: offers a summary of bills passed by either or both House and Senate.

• Bills/Resolutions in Committee: offers links to all the bills and resolutions in committee. Clicking on a committee name shows you the bills currently in that committee. You can also display the committee of next referral, bills referred to committees, and bills reported out of committees.

• Conference Committees: offers a summary of legislation in conference committee.

• Sponsor Summary: offers a list of legislators and the bills each one is sponsoring or co-sponsoring.

• Requestor Summary: offers a list of outside groups that must introduce their bills through the Rules Committee, with links to the bills they have introduced.

• Subject Summary: offers a list of bill subjects, like insurance-related bills, budget bills, subsistence bills, etc.

• State Information Retrieval System (SIRS): allows you to locate the Alaska Statutes modified by a bill or resolution; also allows you to type in an Alaska statute number and display the bills modifying that statute.

• Bill Tracking Management Facility (BTMF): allows you to build a database of favorite/important bills to follow and "track" as they progress through the legislative process.

• Committee/Member Information: lists legislators (members) with link to their individual information pages; also lists standing committees, special committees, joint, and other committees.

• Journal Text Display: allows you to go to any day and read the journal for either house, from the call to order, through the introduction of bills and resolutions, to floor debates, votes, citations, announcements, and adjournment.

• Committee Minute Selection: allows you to search for the minutes of any committee meeting: by committee, bill number, or by date.

• Committee Meeting and Public Hearing Schedules: offers committee schedules: search by committee, date, bill, or subject. This page also offers chronological details and summaries.
